Guide to Issuing Public Documents for Foreign Workers (As of 2025)

Hello, this is Jobploy.

Foreign workers often need to submit documents issued by public institutions when applying for tax benefits, welfare, or visa extensions in Korea.
But issuing it wasn't easy due to language barriers and system complexity, right?

This guide, prepared by JobPloy, walks you through the four most common document issuance methods step-by-step, using the latest procedures as of 2025.

📌 Documents covered in this guide

  1. Registering authentication methods for public institution login
  2. Issuance of withholding tax receipt for earned income
  3. Issuance of health insurance eligibility certificate
  4. Issuance of a certificate of authenticity of signature (in lieu of seal)

1. Registering an authentication method for public institution login

If you register a simple certificate in advance, you can easily log in to Hometax, the National Health Insurance Corporation, and Government24.

  • Requirements before issuance:
    • Cell phone in your name
    • Bank account in your name
