Relaxation of requirements for issuing skilled workers (E-7-4) visas

On November 27, 2024, the Ministry of Justice will temporarily ease the requirements for issuing visas for foreign skilled workers (E-7-4).


✔ Allows post-fulfillment of Korean language proficiency requirements

Previously, foreigners who had worked for more than 5 years on a Non-Professional Employment (E-9), Seaman Employment (E-10), or Visiting Employment (H-2) visa had to meet the Korean language proficiency requirement in advance in order to switch to a skilled worker visa. However, this has been changed so that it is possible to switch to a skilled worker visa for a limited time until December 31, 2026 , and then meet the Korean language proficiency requirement within 2 years.

However, family invitation is possible only after the Korean language requirement is met, and if the requirement is not met within 2 years, the period of stay can only be extended by 6 months.


✔ Relaxation of criteria for allowing foreign workers in the construction industry

In order to resolve the difficulties in securing manpower for small construction companies, the construction capability evaluation amount has been added to the criteria for calculating foreign workers. Previously, the number of skilled workers that could be hired was allowed to be '0.1 foreign worker per 100 million won of annual average construction cost', but going forward, it will be allowed to be '0.4 foreign workers per 100 million won of construction capability evaluation amount'.


✔ Relaxation of requirements for non-metropolitan area residence

Considering the preference for employment in the metropolitan area, the residency requirement for conversion to a skilled worker visa has been relaxed from 4 years to 3 years when there is a recommendation from the head of a local government in a non-metropolitan area.
