E9 Industries that allow employment of foreign workers

The role of foreign workers is becoming increasingly important in various industrial sectors in Korea!

In order to meet the demand for manpower due to economic development and changes in industrial structure, the employment of foreign workers (E-9 visa) is permitted.

The table below shows which industries you can find employment in.

General Employment Permit System (E9)

Manufacturing

  • Less than 300 regular employees or capital of 8 billion won or less (*However, even if the above criteria are not met, it is recognized upon submission of the supporting documents below)

    ✔ Small and medium-sized enterprises ('Small and medium-sized enterprise confirmation certificate' issued by the local Small and Medium Business Administration)

    ✔ Non-metropolitan mid-sized companies with root industries ('root company certificate' issued by the Korea Institute of Industrial Technology and 'mid-sized company certificate' issued by the Korea Federation of SMEs)

Construction industry

  • All construction work (*Construction companies for power plants, steel mills, and petrochemical construction sites are excluded if the construction license is for industrial environmental facilities)

Agriculture and livestock industry

  • Crop cultivation (011), livestock farming (012), crop cultivation and livestock related services (014)

fishing

  • Coastal fishing (03112), aquaculture (0321), salt production and rock salt extraction (07220)

Forestry

  • Forestry seed production industry (02011), forestry industry (02012), logging industry (02020), forestry-related service industry (02040) (* Limited to corporations among the 'forestry business operators' according to Article 2, Paragraph 7 of the 'Forestry Technology Promotion and Management Act' and corporations among the 'seed production operators' according to Article 16 of the 'Forestry Resources Creation and Management Act' among the above industries)

    Limited to employment of ‘Forestry simple worker (99102)’ according to the standard occupational classification

mine

  • Metal Mining (06), Non-Metal Mining (07) (* Limited to companies with ‘mining rights’ or ‘mining concession rights’ established in accordance with Article 3, Paragraph 3 and 4 of the Mining Act with an annual production volume of 150,000 tons or more among the above industries)

    └ Limited to employment of ‘Mining simple workers (91002)’ according to the standard occupational classification

Service industry

  • Construction waste disposal business (3823)
  • Collection and sale of materials for recycling (46791)
  • Refrigerated and frozen warehouse business (52102) (inland business)
  • Korean Restaurant Business (5611)

    (* Limited to 'businesses with 5 or more domestic insured persons and in operation for 5 years or more' located in pilot areas for allowing foreign workers in the restaurant industry, or 'businesses with less than 5 domestic insured persons and in operation for 7 years or more')

    └ Limited to employment of 'Kitchen Assistant (95220)' according to the standard occupational classification

  • Publishing of books, magazines and other printed matter (581)
  • Publishing of music and other audio materials (59201)

🔷Unloading and loading simple workers (92101) according to the standard occupational classification of the industry below

  • Waste collection, transportation, processing and raw material recycling business (38) (* However, in the case of “waste collection, transportation, processing and raw material recycling business,” waste classification work is also included)
  • Food and beverage and tobacco brokerage (46102)
  • Wholesale of other fresh food and simple processed food (46319)
  • Courier Service (49401)
  • Other air transport support services (52939) (* Aircraft unloading companies according to Article 5, Paragraph 2 of the Enforcement Regulations of the Aviation Business Act)
  • Air and land cargo handling business (52941) (* Businesses transporting meat according to Article 2, Paragraph 3 of the Livestock Products Sanitation Management Act and courier service businesses according to Article 2, Paragraph 3, Subparagraph 7 of the Living Logistics Service Industry Development Act)
